Follow-up to the settings-reorg work, now that the Overview (#34) and both guides (#41, #42) are in main.
Two new guided setup cards.Sending and receiving limits shows Set up once any incoming rate limit exists. Connect a sign-in directory has no status, because there's no cheap signal for it. That makes six cards.
Same flow as the others. Both open "Guided or manual?"; manual goes to the incoming limits or to Directories.
Refactor.DirectoryLaunchChoice and LimitsLaunchChoice are pulled out of their page cards, as SendingLaunchChoice and CertificateLaunchChoice already were. The cards on those pages still keep "manual" on the page.
Checked: tests (493), typecheck, lint and build. In Chrome, all six cards showed, limits was marked Set up on a server that has preset limits, and the directory card's I'll do it myself opened Directories.

once any incoming limit exists) and Connect a sign-in directory. Both
ask "Guided or manual?" like the others; manual opens the incoming
limits or Directories. Their launch choices move into reusable
components, as the sending and certificate guides already had.
