First step of the settings reorganization (spec: settings-reorg).
Menu. The server's Settings menu is nineteen groups, too many for the section bar, so Settings was the one section left on the sidebar. The admin now regroups the same 107 pages by job: Mail flow, Spam filter, Security, Network, Mail & apps, Storage, Monitoring and System. Labels lead with plain words ("Recipients (RCPT TO)", "Bounce messages (DSN)"). The SMTP-stage pages sit in a dimmed Advanced group, and menus with more than 12 links open in two columns.
Admin only: the server's layouts is untouched, so upstream syncs stay clean.
View names and URLs are unchanged, so bookmarks, last-visited and Ctrl K keep working.
A page the table doesn't know lands in System › Other. The table matches the current schema exactly (107/107).
Overview. Settings › Overview is the new landing page. It has a card per category, the guided setups (DNS publishing and Local AI for now; each new guide adds its card), and a "Changed from default" list. The list counts what the forms already mark as changed, and appears only when there is something in it.
Checked: tests (431), typecheck, lint, format and build pass. In Chrome against a fresh local server, the top bar, menus and routing work. Changing a switch on Sender checks and saving it shows the page under "Changed from default" with 1 change.
