Two follow-ups to #275, found while building inbuxa Admin's Migrations page.
Menu: Management › Directory › Migrations (CustomComponent/Migrations), after OAuth Clients. A console older than the page hides a link it doesn't know, so this and the console PR can land in either order.
Passwords (MG-13): the new accounts' passwords now go into a blob of the administrator who takes them. They went to whoever started the migration, so a second administrator taking them got a file they couldn't download, and the server had already deleted its copy. system::migration::migration_tests now has a second administrator take them, and passes.
Checked in the console against a local server built from this branch, with the real inbuxa-migrate 27.1-rc.8 and a Dovecot source: preview, move, passwords, report, final pass and close all work from the page.
