Adds docs/spec/features/relay.md and a line for it in SPEC.md §4.
inbuxa-relay is a small appliance that takes mail in on port 25 for one downstream server or cluster, and sends that downstream's outgoing mail on. The downstream dials out to it over JMAP (urn:inbuxa:jmap:relay), so the protected network exposes no mail port. It is administered only from the downstream's inbuxa-admin, relays only for real recipients, and serves only the downstream it was joined to.
The open questions are settled (see "Decisions" in the spec). Spec only: no code.

link on 443 over HTTP/1.1, the relay's own JMAP core, heldMaxAge with
a link-down alert, and held mail over the reject threshold to Junk.
