Moves discourse-release to coffey-labs/actions 958b3a3 (#10): on a 429 it waits the time Discourse names (60 s at most) and tries again, three times in all. On 2026-10-29 v2026.10.29 and v27.1-rc.2 were published 14 s apart, and the second announce job failed on the forum rate limit.

The same bump goes to main and release/2026, because a release runs the workflow files at its own tag. The action's other changes since release/2026's old pin (fd5fc9f) only add announcement categories and call pre-releases release candidates.

coffey-labs/actions #10: discourse-release waits the time a 429 names

together can hit the forum's rate limit, as v2026.10.29 did on
2026-10-29. The action's other changes since this branch's pin only add
announcement categories and word pre-releases as release candidates.
