Adds LICENSE, a byte-for-byte copy of LICENSES/AGPL-3.0-only.txt, at the repository root.

GitHub (and most other tools) only detect a license file at the root, so the GitHub mirror shows no license today. That's the first thing the Digital Public Goods review checks, and anyone evaluating the project sees it too. LICENSES/ and the README links are unchanged.

It's a new file at the root, so stripped upstream imports won't touch it.
