Moves announce.yml and publish.yml to coffey-labs/actions fd5fc9f (actions #5). The second of the two announce jobs for a tag failed on "External has already been taken" instead of seeing the topic was already posted, leaving a red x on v2026.10.6.3 (publish run 1192).
