Moves the discourse-release pin to coffey-labs/actions 7de90df (coffey-labs/actions#9). A pre-release such as v27.1-rc.1 is now posted to the forum and Discord as a release candidate: in the title, in a first line saying it is a pre-release for testing that leaves latest and a plain install alone, and in the Discord line. A final release is announced exactly as before.

Needed before the suite's v27.1-rc.1 tags.
