Directory and Domains: cards by default, the list one press away

Accounts already showed people as cards. Now every Directory list that holds things with names, and Domains, opens as cards. The same two buttons beside Help switch any of them to the plain list, and each list remembers its own choice in the browser.

List	The card shows
Accounts	as before
Groups	name and address, storage when there is any, since when
Mailing lists	recipients, other addresses
Tenants	storage against the tenant's limit, since when
Roles	permissions granted, taken away, roles it includes
OAuth clients	client id, sign-in return addresses, expiry (red once past), since when
Domains	DNS records, signing keys and certificates, each Automatic or Manual; alias domains; "Turned off" when it is

Left as tables: DKIM signatures (read side by side), Shared mailboxes (already its own page), and everything outside Directory and Domains.

Also:

A shared mailbox's badge on Accounts says "Shared mailbox" instead of "Locked".
Cards no longer run past a phone's edge when a name or address is long (Accounts had this too).
People's old saved choice is still honored.

The toggle's second button is now called "List" (was "Table"). 20 new English strings, 3 removed; no translations exist yet.

Checked: typecheck, lint, i18n:check, 648 tests (11 new), build, notice-check. Viewed in the demo with this branch at desktop and phone width, dark and light themes, and as admin and tenant.

Accounts already showed people as cards. Groups, mailing lists, tenants,
roles, OAuth clients and domains now do too, each with what the table
hides in columns or behind a click: a group's storage, a list's
recipients, a tenant's storage against its limit, a role's permissions,
a client's return addresses and expiry, and which parts of a domain run
themselves. Every list remembers cards or list on its own; People keeps
the choice it already had. DKIM signatures stay a table: they are read
side by side.

A shared mailbox's card now says "Shared mailbox" rather than "Locked",
and cards no longer run past a phone's edge when a name is long.
