John: with the guided setups on the Overview, the category explainer cards aren't useful.

Settings › Overview now has the title, Guided setup and Changed from default, and nothing else.
The subtitle no longer says Here is what each part covers.
blurb is removed from SETTINGS_CATEGORIES, with all 9 sentences, because the cards were its only user. Category names and icons stay; the menu bar uses them.

Checked: 518 tests pass, and typecheck and lint are clean. In Chrome the Overview shows the six guided setups and the changed pages, with no cards.

Translation: none added; 9 English strings removed.
