When any relay reports keysWrapped: true, a muted line under the Relays header says the relay keys are wrapped under the file INBUXA_RELAY_KEY_FILE names. It asks for that file to be backed up on its own: without it, mail the relays hold can't be opened, and every relay needs a new join.
A node without the file needs nothing new: each of its links shows the reason in the existing link-down note on the relay's card.
keysWrapped is optional in the type, since servers before RL-35 don't send it.
Checks: typecheck, lint, i18n + i18n:check (1 string), npm test (975), build, notice-check, and prettier on the touched files. Not previewed in the browser; the line only shows on a server with a key file and a relay.

file up on its own: without it, held mail can't be opened and every
relay needs a new join. A node without the file shows why in its links'
errors, as any link error.
