docs.inbuxa.org is on HotDog CMS now (inbuxa.org #81). build-manual.mjs writes front matter (title) instead of a # Title heading, _index.md instead of index.md, and its usage points at docs-site/content/docs/reference. Output checked against the committed reference: identical apart from the title line, except 3 pages where the schema has new permissions since the last run.

CI steps run locally: typecheck, lint, i18n:check, test, build, notice-check.

docs.inbuxa.org moved from MkDocs to HotDog CMS: the reference lives in
docs-site/content/docs/reference, each page opens with front matter naming
its title (the docs' layout shows it, so a heading would show it twice), and
the index is the folder's own page, _index.md. The words, anchors and page
names are unchanged, so "Learn more" links land where they did.
