Bumps coffey-labs/actions/discourse-release to fd5fc9f (coffey-labs/actions #5): a release Discourse has already seen ("External has already been taken") counts as announced rather than failing. Inputs unchanged; the diff since the old pin is announce.sh (+3/-1) and release-map.json.

ci: discourse-release at fd5fc9f ... 1fa3004220

Picks up the duplicate-announcement fix (coffey-labs/actions #5): a
release already posted to the forum, which Discourse refuses with
"External has already been taken", now counts as announced instead of
failing the job. The action's inputs are unchanged.
