New accounts on git.coffeylabs.org can file issues but can't push or fork, and access goes to volunteers we've worked with. The guide now says so, and says how to send a change before then: a git format-patch attached to an issue. The GitHub copy is a read-only mirror.

Until a volunteer is given access, a change arrives as a patch on an issue.
