Discourse refuses a duplicate external_id with "External has already been taken", which the "External ID" check missed. When announce.yml and publish.yml both announce a tag, the second job failed on a topic already posted (inbuxa-server v2026.10.6.3, publish run 1192). Also accepts the title-already-used refusal a racing run can hit first.

Discourse words the duplicate external_id refusal "External has already
been taken", which the "External ID" check missed, so the second of two
racing announce jobs failed on a topic that was already posted
(inbuxa-server v2026.10.6.3). The title check can also trip first.
