Subject: [PATCH] Bootstrap banner: say to set the recovery admin in the
 server's environment

The banner told operators to set INBUXA_RECOVERY_ADMIN "in the env file". A native install has no env file, so the line sent people looking for one; the server reads the variable from its process environment at start.
