A release built on 2026.9.28.5, not on main. It holds back the DLP work on main (#99, #102, #103), which hasn't had a production release decision.

Cherry-picked from main:

#100: POST /api/webhook/test, Send test for a saved webhook.
#101: Explain no longer prepares answers for date fields.
#105: port reachability. Nodes probe each other every 10 minutes; GET /api/ports/check.

Changes in this PR:

brand_version! is set to 2026.9.28.6.
resources/explain/settings.json.gz is relabeled for this release. With #101 there were 706 settings and 0 to ask about; the 11 date answers are gone.

Tagged v2026.9.28.6 on this branch once merged; publish.yml accepts a v* tag on a release/* branch. main's next release must be above 2026.9.28.6.

Checked: all three cherry-picks applied cleanly. The reachability, webhook and explanation tests pass, http and services check clean, and the notice check is clean.
