Re-import upstream v0.16.22, stripped (strip tool update)

The strip tool now also removes enterprise from build scripts' --features
lists (Dockerfiles, CI), so the container and release builds work.

Enterprise-only files removed or emptied: 63
Enterprise-only snippets removed: 117 in 50 files
Dangling module declarations removed: 5
Edits turning enterprise off: 25 (11 in build scripts)
