Phase 1 of the console rewrite, part 2. Follows #117.
Button, badge, card, input, textarea, label, separator, checkbox, switch, collapsible, tabs, tooltip and popover are now function components built on shadcn/ui 4.21.1 (MIT). They sit on the same Radix packages and keep the console's look.
Input and textarea share one field style (fieldClasses.ts).
LICENSES/MIT.txt carries shadcn/ui's notice, and the README says which files use it.
Visual check: I screenshotted all 163 pages in light and dark on a local preview, before and after, and diffed them pixel by pixel (dashboards with live numbers were set aside using a second unchanged run). The menus, command palette, a dialog, an open select, an open combobox and toasts were opened and compared too. Across the whole stack, one page changed: Account › Vacation Response. The textarea now has the input's rounded corners, which is intended. The header text also wraps one word sooner, because the back button no longer gets squeezed below its 36px square.
Typecheck, lint, i18n:check, tests, build and notice check pass locally. No new strings.
