Subject: [PATCH] ci: discourse-release at fd5fc9f

Picks up the duplicate-announcement fix (coffey-labs/actions #5): a
release already posted to the forum, which Discourse refuses with
"External has already been taken", now counts as announced instead of
failing the job. The action's inputs are unchanged.
