The file was added without being asked for. It stays, but its scope is now stated at the top so it cannot grow into a second contributor guide.

In scope: the nine translation catalogues, and what it takes to confirm a visible change actually works.
Out of scope: build, deploy, architecture, style and workflow notes — those belong in CONTRIBUTING.md, the code, the docs, or a commit message.

No content was removed; only the header changed.
