discourse-release: announce published releases on the community forum 6245815b09

A composite action: reads the release from the event file with jq, looks up
the repo's Announcements category (release-map.json) and posts as
release-bot. One topic per repo+tag via the topic external_id, so a re-run
is a no-op. Optional Discord webhook.

discourse-release: title topics by repo and tag, not release name 3e48cb0cb9

Release names differ between projects (some repeat the tag, some carry the
product name in capitals); '<repo> <tag> released' reads the same for all.
